This package is designed just for manufacturers and drone dealers. I’m now offering two new petitions for exemptions, along with instructions on obtaining a special type of registration. Let’s dive into each one. Here is what the package includes:

  • Exemption 1 to Teach Students/Customer. We are now filing petitions for the facilitation of flight experience. Most of the 55-pound and heavier exemptions all prohibit the training of students who are not employees. This is really annoying if you a manufacturer, drone seller, or teacher. The solution to this is to obtain an exemption that allows you to facilitate a non-employee to fly a drone…even if they do not have a Part 107 remote pilot certificate. The student does not have to be an employee. We have obtained multiple of these exemptions for clients. HSE was not the first to obtain this exemption. I obtained this exemption before them. I
  • Exemption 2 to Demo Fly, Evaluate, R&D, and Other Commercial Ops. This exemption is to evaluate, test and demonstrate unmanned aircraft, as well as to conduct surveying and mapping, industrial-site inspection and monitoring, and other commercial services using such products. This exemption is like a Swiss Army Knife. If you are a manufacturer or drone seller, this one allows you to demo-fly different aircraft for potential customers. It also allows you to conduct R&D and test the aircraft. If you are an operator, you can also use this exemption to allow do various commercial operations such as surveying, mapping, and industrial-site inspection and monitoring.
  • Drone Dealer Registration. (For Sellers and Manufacturers) Don’t you wish there was a way to quickly assign a registration number to a drone and take off quickly?  None of that hassle with registering the drone and waiting for weeks before an N-number is returned. There is a solution! This is extremely valuable for doing demo flights for potential customers, doing a quick checkout flight for a potential customer wanting to check it out prior to delivery, for a manufacturer who needs to test fly a repair on an unregistered drone, etc.  You don’t have to have extra inventory lying around or a “seasoned” N-number registered drone. You can just file some quick paperwork, put a temporary registration on the drone, and fly it. If you sold the drone, just peel off the decal and head back to the office to use it on another drone. One benefit of this is that it allows you to be asset-light. You can just open your inventory and then go demo fly it. You don’t keep an older demo unit around. You just use fresh drones. To be legal you need to obtain a dealer registration AND one more approval to make everything legal.  We’ll help you obtain both approvals.

    • What can we use a dealer registration for? 14 CFR 47.61 says, (1) Allow manufacturers to make any required flight tests of aircraft. (2) Facilitate operating, demonstrating, and merchandising aircraft by the manufacturer or dealer without the burden of obtaining a Certificate of Aircraft Registration, AC Form 8050-3, for each aircraft with each transfer of ownership, under subpart B of this part.

MORE INFO:

  • Time: The whole process is going to take you around 90-180 calendar days to obtain the exemptions. Obtaining the dealer registration and associated document could take 60-180 calendar days total to obtain both.
  • Cost:  Flat fee out-of-the-door price of $2,000 for everything.
  • Duration:  As long as you keep renewing things with the FAA, the registration numbers stay good.  I can see you say now… “Ha! I see you now. And what is that going to cost us?”   Nothing. Just use the instructions again to renew things.

FAQs

  • Can I train customers on spraying drones and non-spraying drones? Yes, you can provide facilitation of flight experience on different type of aircraft provided they are on the FAA-2023-1271 list.
  • Can I do anything else with the 2nd exemption? Yes, the 2nd exemption is like Swiss Army Knife and allows for all sorts of demo flying, testing, R&D, inspections, and other similar commercial services. You could do a demo flight with it for a potential customer and then use it later to go and obtain data using LIDAR
  • Are there are any “gotcha”s I should know about? A lot of it is the typical stuff you deal with in other exemptions but there are some noticeable differences.
    • Both exemptions require a visual observer which is very unlike the Part 137 exemptions that do not.
    • They both have 500ft buffers with no reductions like we have the Part 137 exemptions.
    • They both require 3rd class medical certificates for the RPICs. The student doesn’t need a medical.
    • They both allow for only one drone per remote pilot in command. (No swarming)
    • Both are daylight only. No night.
    • For the facilitation of flight experience exemption to educate students, the RPIC must have passed either a sport, recreational, or private pilot FAA airman knowledge test before acting as PIC, or, in the alternative, hold any 14 CFR part 61 pilot certificate (other than a student pilot certificate) and meet the flight review requirements of § 61.56.
